PDMP = Surveillance/Tracing

UPDATE: STATEWIDE PDMP 2020 WAS KILLED. Time ran out for the bill to voted on... take the time to see if PDMP is in your county by doing a quick search for your county name, state and the word PDMP.


BUCKLE UP. THIS WEEK IS A CRAZY ONE!


After a long hiatus due to COVID-19, the Missouri House and Senate reconvened. The Progressives and RINOs of Missouri set their eyes on their prized legislation-- the Prescription Drug Monitoring Program (PDMP). They have been driving this prized bill for years and years without ever getting it across the finish line.


The last week of the legislative session in Missouri is a green light signal to push, and push hard, to get legislation passed that they have not been able to get through. Case in point: SS#2 HB1693 (PDMP) REVISED: CONFERENCE REPORT TO HB 1693 will threaten the privacy of doctor/patient confidentiality, and it is set to be voted on in the Senate in the next two days. This is the final step before landing on the Governor's desk. With the Governor's signature, it becomes law.


THIS BAD BILL HAS BEEN KILLED FOR EIGHT YEARS IN THE GENERAL ASSEMBLY, but their Hail Mary attempt to pass it in THIS session IS WORKING (more on its impact later).

However, we have been notified that some of the very individuals who made this video are now onboard with the PDMP.


Ask yourself as you listen: "WHY? WHAT CHANGED?"


Does this shift in allegiance seem strange to anyone else?

So, why would he, or any of them, vote for it?

 

MONITORING = SURVEILLANCE.


You need to understand this: MISSOURI IS THE ONLY STATE TO NOT HAVE STATEWIDE PDMP MONITORING.


Let the word MONITOR sink in for a minute:

"Whatever right to privacy an individual may have in his medical information, it is not absolute," The DEA stated in its appellate reply brief.


Understand this: ONCE A LAW IS IN PLACE, it can be altered to fit the end goals of a few, without you even knowing. They say PDMP is about opioids.


READ ON:


"It is important that PDMP databases be able to integrate patient electronic health records to improve efficiency and timeliness." (pg 13 Goal 6). See what they just did? Did you know PDMP was also harvesting ALL your medical records.


"Health care information" means any information, whether oral or recorded in any form or medium, that: (a) is created or received by a health care provider; (b) relates to the past, present, or future physical or mental health or condition of an individual or to the past, present, or future payment for the provision of health care to the individual; and (c) identifies or with respect to which there is a reasonable basis to believe the information can be used to identify the individual.


What about HIPAA? I'm glad you asked.


"The Privacy Rule allows covered providers and health plans to disclose protected health information to these 'business associates' if the providers or plans obtain satisfactory assurances that the business associate will use the information only for the purposes for which it was engaged by the covered entity, will safeguard the information from misuse, and will help the covered entity comply with some of the covered entity’s duties under the Privacy Rule."

In summary: THERE IS NO MEDICAL PRIVACY WITH PDMP, as you and I think of it. This is an evolution involving a group of government entities, law enforcement, and "business associates" who assure you they will take really good care of all your sensitive, cradle to grave health history.


Not to worry, however, it's solely for the purpose of "health monitoring." Comforting.


And for those who may choose to play along-- potential kickbacks and incentives. It's always end up being about money and control.


"This bill requires a state that receives grant funds under the prescription drug monitoring program (PDMP) or the controlled substance monitoring program to comply with specified requirements, including a requirement to share its PDMP data with other states. The Department of Justice (DOJ) or Department of Health and Human Services (We've seen these guys before) may withhold grant funds from a state that fails to comply.


To facilitate data sharing among states, the bill directs DOJ to award a grant under the Comprehensive Opioid Abuse Grant Program to establish and maintain a data-sharing hub."


Share this video on social media, tag your senator, and then CALL AND EMAIL THEM ASAP. We have little time to kill this terrible piece of legislation that actually has been proven to only increase the number of opioid deaths and create a wedge between doctors and their patients.

They will say they have "fixed it". It has NOT BEEN FIXED.

Please, let the following senators in particular know you support their NO VOTE on PDMP legislation of any sort. Let's remind them of what they stand for.


THIS IS THE NUMBER ONE ISSUE IN THE SENATE AT THIS TIME.

They may say that they have compromised so that PDMP will not be as invasive. Don't be fooled. Once the camel's nose is in the tent, it will only take a few new rules to make it a beast rule like the ones we are working to kill with the DHSS (Department of Health and Senior Service). Once it becomes law, the bureaucrats will do what they want with it and all these Senators will be left with is broken promises and regret when they eventually find out how this game will be played.


Ask yourself, "Why would the very people who made the time to make the video above betray those who have exercised so much faith in them? WHY BETRAY US NOW?" Then, ask them that question. Ask them to hold the line. MISSOURI IS THAT LAST STATE STANDING!

THIS IS GOING TO BE VOTED ON AT ANY TIME!

ASK THEM TO KILL THE PDMP BILL!

Remind them that the same reasons they have fought this for so long are the same reasons they should make a stand now!


Trust no one. Verify everything.
